The Partners for Resilience (PfR)

It is an alliance of five Netherlands-based humanitarian, development and environmental organizations: the Netherlands Red Cross (Lead agency), CARE Nederland, Cordaid, the Red Cross/Red Crescent Climate Centre, and Wetlands International (WI). The PfR aims to reduce the impact of natural hazards on the livelihoods of around 4,00,000 vulnerable people worldwide. The Alliance uses an integrated approach to mitigate disaster risk and enhance livelihoods, particularly by addressing climate change and ecosystem management and restoration.

Partners for Resilience: Building Stronger Communities

The PfR Alliance is dedicated to reducing vulnerability through real action. It’s not just about responding to disasters, but preventing them—by empowering people, strengthening local systems, and promoting sustainable solutions.

Our Core Strategies Include:

  • Stimulating sustainable economic development.
  • Strengthening local organizations and authorities through risk assessments, disaster planning, and early-warning systems.
  • Encouraging knowledge sharing across governments, civil society, academia, and the private sector to reduce disaster risk and adapt to climate change.

The programme focuses on the root causes of risk—combining environmental, social, and institutional understanding to create effective solutions.

Water management and natural delta systems are emphasized as key tools in reducing flood risk and improving resilience.

Our Interventions Aim To:

  • Build the capacity of local communities.
  • Strengthen community-based risk management institutions.
  • Create better information systems for disaster preparedness.
  • Integrate local efforts with broader development policies and programs.

PfR is a consortium of Dutch humanitarian and environmental organizations including CARE, Cordaid, the Red Cross, the Climate Centre, and Wetlands International, with operations in India and 8 other countries.

Since 2016, Indian Red Cross Society (IRCS NHQ) has been a strategic partner, implementing programs in Gujarat, Himachal Pradesh, Uttarakhand, and later in Assam, Andhra Pradesh, and Tamil Nadu.

The Training Focuses On:

  • Introducing Integrated Risk Management (IRM)—combining disaster risk reduction, climate change adaptation, and ecosystem management.
  • Supporting partners in developing implementation plans that address policy gaps, investment needs, and real-world practices.

This is not just capacity building. This is community transformation.

Implementation of the climate resilience through Partners for Resilience Programme (PfR) is being carried out in the following states of India in 2018:

Heat-related illnesses and deaths in India could be largely preventable and avoidable through better communications to vulnerable people to heat, helping people to avoid those conditions.
